Independent Persons Needed

If you are interested in helping to promote and maintain high standards of conduct in public life, please apply to become an Independent Person for North Yorkshire Fire and Rescue Authority.

The Localism Act 2011 has changed the statutory requirements for the Authority’s arrangements for achieving high ethical standards. North Yorkshire Fire and Rescue Authority is to consider, at its meeting in June, proposals to establish a new Sub-Committee of its Audit and Performance Review Committee to provide advice and support to the Authority’s Members on the proposed new Members’ Code of Conduct and related ethical issues. The Sub-Committee will also be responsible for determining complaints against Members in relation to alleged breaches of the Code. 

The Authority invites applications from members of the public to become an Independent Person for the Authority, to be consulted by the Monitoring Officer in relation to the treatment of complaints of misconduct. Under the current proposals there will be two Independent Persons, each of whom will be involved, on a rota basis, or as required, to act in the absence or unavailability of the other. Whilst not formally a member of the Sub-Committee dealing with ethical framework issues, the Independent Persons should expect to attend at least two meetings of the Sub-Committee per year; ad hoc panel meetings dealing with complaints; and training sessions.  Meetings are held during office hours, usually at the Authority’s Training Centre in Easingwold. 

Appointments will be from 1 July 2012 for a three year period. Applicants will be expected to have an interest in ethical standards in the public sector; have independence of mind; be confident communicators; and be capable of dealing with complex issues.
