Fire Safety Requires a Multi-Agency Approach
Keeping people safe from fire is not something the Fire Service can do alone.
There are people at heightened risk of fire who are known to other services but not yet known to us. By working in partnership, we can intervene earlier and provide support before a fire happens.
Together, we can create safer homes and stronger, more resilient communities.
We have created a Home Fire Safety Visit Referral Partnership which we are encouraging you to join. Becoming a Home Fire Safety Visit Referral Partner helps ensure that those most at risk are identified, supported, and protected.
Who Might Be At Greater Risk Of Fire?
You should consider joining our Home Fire Safety Referral Partnership if you are working or volunteering with people who meet one or more of the following criteria:
- Live alone
- Aged 65 or over
- Have a physical or learning disability
- Have dementia or memory loss
- Have a visual or hearing impairment
- Use medical oxygen or store flammable materials
- Smoke indoors or have hazardous smoking habits
- Experience poor mental health
- Have alcohol or substance dependency
- Have adult social care needs
- Live in overcrowded conditions (6+ people in the home)
- Have children under 5 living in the property
- Have unsafe electrical items or installations
- Are at risk of arson or fire-related crime
Should My Organisation Become a Referral Partner?
If your organisation works with individuals or families who may be vulnerable to fire, we want to work with you.
Our largest referral partners include NHS services and local authority departments, but this partnership is open other organisations including:
- Housing Associations
- Care Providers
- Charities and Voluntary Groups
- Community Anchor Organisations
- Faith-Based and Local Community Groups

- Free Home Fire Safety Awareness Training (virtual or face-to-face)
- Free Home Fire Safety Visits for your most vulnerable service users
- A handy questionnaire template to assist in making referrals
- Access to our Information Sharing Protocol
- A quarterly fire prevention newsletter and campaign resources
- Referral data analysis for your organisation on request
- Ongoing engagement and support from North Yorkshire Fire & Rescue Service
