North Yorkshire Fire and Rescue Service Publishes Community Risk Management Plan 2025–2029

Published 11th Dec 2025

North Yorkshire Fire and Rescue Service is pleased to announce the publication of its new Community Risk Management Plan (CRMP) for 2025–2029. The plan sets out how the Service will keep the people of York and North Yorkshire safe, focusing on prevention, protection, emergency response and building community resilience.

The CRMP was shaped by public consultation, with over 800 responses to the consultation survey which ran from 7th July to 7th September 2025. It addresses the key risks facing our communities including accidental dwelling fires, road traffic collisions and the growing impact of climate related incidents, and outlines how the Service will continue to adapt and improve to meet these challenges.

Chief Fire Officer Jonathan Dyson said: “This plan outlines the key risks facing our communities and the services we provide to prevent, protect against, and respond to those risks. It reflects our commitment to keeping people safe through a balanced approach to prevention and early intervention, protection, emergency response and building community resilience. Our assessment of risk informs how we allocate our staff and resources, ensuring we continue to deliver our services efficiently and effectively. Together, with our partners and the public, we will continue to work towards making York and North Yorkshire safer places for all.”

Deputy Mayor for Policing Fire and Crime, Jo Coles said: “The York and North Yorkshire Combined Authority is committed to working with our partners to keep people safe across our region.  Public consultation and assurance have been at the heart of shaping this plan, with more than 800 responses from residents and key partners. Thank you to everyone who took part. As a result of the responses from the public and local partners I sought a number of additional assurance and mitigations from North Yorkshire Fire and Rescue Service, including on how to ensure we have sufficient water provision for major incidents or wild fires and around the support needed for businesses in rural areas who may be affected by the change to automatic fire alarm attendance. These requests have been incorporated.

“Mayor David Skaith and I will support the Fire and Rescue Service to ensure they deliver this new plan and are doing everything they can to keep people safe in our region.”

The CRMP can be viewed under the Plans and Reports section of the North Yorkshire Fire and Rescue Service website.
